Doralo Fuller
State Director
Doralo Fuller – Lone Star State Director, is a Graduate from Liberty University and Retired Master Sergeant (E8) from the United States Army, where he served 21 years. While in the military MSG (R) Fuller, led over 200 military service members and received numerous awards to include the Meritorious Achievement Award and Iraqi Medal of Freedom. He oversaw and spearheaded several multi-million dollar projects. To date Bro Fuller serves in Government Services as a Contract Specialist for the Dept of Air Force, where oversees and completed multi-million contracts. Bro Fuller joined Phi Beta Sigma Fraternity, Inc. November 27, 2008, through Alpha Omega Sigma Chapter, Seoul, Korea. He is presently an active member of Beta Beta Sigma Chapter, San Antonio Texas, where he currently serves as the 1 st Vice President. In 2020 he was elected as the Lone Star State Director. Previously, Bro Fuller has served two-terms as Associate State Director and three-terms as the State Parliamentarian. As a Sigma, Bro Fuller has had the opportunity to serve in many positions for our Wondrous Band such as: Chapter President, 1st Vice President, Treasure, and Secretary on the chapter level. He has served as a committee member for: International Awards and Standards Committee, National Chapter Presidents Committee, National Election Committee, and National Credential Committee. More recently Bro. Fuller, served as the Gulf Coast Regional Director during Conclave Myrtle Beach. He attended and participated in two General Board meetings. He is the recipient of the Military Affairs Sigma of the Year, Beta Beta Sigma’s Program Director of the Year Award. Under his leadership the Lone Star State has been recognized as having the largest membership and the only state with two Platinum Level chapters and four (4) Sapphire Level chapters. He implemented the Lone Star State Leadership Academy which train over 200 brothers and later adopted at the International Level. While serving as the Gulf Coast Region Awards Chair, he led the efforts of Chapters throughout the Region winning several National Awards to include Model Chapter of the Year. As the Associate State Director, Bro Fuller has helped the Lone Star State grow its membership by 40%. As Chapter President his vision grow and maintain Beta Beta Sigma membership as a Founders’ Level chapter as well as awarded the Regional Model Chapter of the Year and Regional Outstanding Level IV Chapter of the Year. …Read more–>
David Burkley
Vice State Director
As a native Houstonian, David C. Burkley matriculated at the University of Houston where his major field of study was Political Science with a minor focus in Africana Studies. Bro. Burkley joined Phi Beta Sigma Fraternity, Incorporated on the morning of Thursday, April 15, 2004, by way of the Zeta Zeta Chapter alongside 3 other progressive men such as himself. During his undergraduate years David served as Chapter President, Membership Intake Chairman, and the NPHC representative in the Dean of Students Office. In 2018, Bro. Burkley worked with several other Houston based brothers to reactivate the dormant Zeta Xi Sigma Chapter in Fort Bend County. The Chapter was granted reactivation at the 2018 Regional Conference by Regional Director Edwin Miles. Through their commitment and influence Zeta Xi Sigma quickly became a prominent chapter in the region. Since Zeta Xi Sigma’s reactivation, Bro. Burkley has served on the Executive Board in numerous capacities to help further and solidify the chapters success in speeding on the cause of our wonderous band. Bro. Burkley currently serves as the Chapter Chaplain and Treasurer and Chairman of the Special Programs Committee; created to brainstorm creative programming ideas in the chapter’s service area. As Chaplin, Bro. Burkley created the “Blue Moment of Prayer” a weekly prayer call to provide spiritual support to brothers who needed encouragement while navigating the COVID-19 pandemic of 2020. This program quickly grew in popularity and has become a staple of the Gulf Coast Region. In 2020, Lone Star State Director, Doralo Fuller appointed David Burkley as Lone Star State Chaplin to lead the efforts of the Sigma Cares for its Own initiative. Outside of his affiliation with Phi Beta Sigma, in January 2010, he founded the Fellowship of Faith Church where he currently serves as the Lead Pastor. Bro. Burkley has committed his life to serving others and creating the same opportunities for uplift and change. Bro. Burkley is also the National Director of Rainbow Housing; a Non-Profit organization that provide supportive services to families in affordable housing communities. Rainbow serves more than 40 thousand families in 15 states, providing opportunities for self-sufficiency and sustainability. Bro. Antravian Carter
Secretary
Antravian D. Carter – Lone Star State Secretary, is a proud graduate of Wiley College where he earned his Bachelor of Science in Interdisciplinary Studies. Currently a graduate student at Northcentral University with a 4.0 G.P.A. gaining his Master of Education in Educational Leadership. Bro. Carter also currently serves as the 2nd Vice President of the Alpha Beta Sigma chapter (Houston, TX) and Graduate Advisor for the Xi Kappa chapter at the University of Houston-Downtown. He has also served as Chief of Staff to the Gulf Coast Region Director of Collegiate Affairs and Secretary of the Westbury-Engram Sigma Education Foundation as well as served as chair for a host of committees at the chapter level. Bro. Carter is a highly skilled and meticulous educational leader with a strong commitment and communication skills for a diverse population of stakeholders. Entering his 4th year as a middle school campus administrator with Houston Independent School District he has proven to be trustworthy and loyal with a desire to develop strong programs built on vision, discipline, organization, and hard work. Antravian has an exemplary “whatever it takes” mindset. He is widely known to be a creative thinker and can solve problems effectively and efficiently. All of this has been demonstrated through his combined 18+ years as a leader in both corporate and educational workforces as well as the entertainment industry. Bro. Ramsey Cooper
Immediate Past State Director
Bro. Ramsey J. Cooper received a Bachler of Science degree from Wiley College and is pursuing an MBA with concentration in project management from Southern New Hampshire University. He works as a Business Analyst for a global financial institution. In 2015 Bro. Cooper served as Chairman of Phi Beta Sigma’s Beta Chapter Centennial, which was the first of any National PanHellenic Council organization’s chapter in Texas to coordinate a chapter centennial. He served as the 17th State Director of Phi Beta Sigma’s Lone Star State, currently serves as Parliamentarian for the Eta Rho Sigma Chapter located in the metropolitan Houston area, previously served as Regional Parliamentarian for the Gulf Coast Region, and currently serves as the International Parliamentarian of Phi Beta Sigma Fraternity, Inc. Bro. Cooper is a Registered Parliamentarian through the National Association of Parliamentarians (NAP), where he is a member of a Texas based unit and a global electronic unit. He has presented numerous skill development workshops and served as Chairman of the Audit Committee for the Electronic Association of Parliamentarians. He co-chaired the Bylaws Revision Committee for the Gulf Coast Region of Phi Beta Sigma in 2021 and has guided multiple organizations through the process of bylaw revisions. In 2022, Bro. Cooper became co-author of the book Drivers’ Ed for the Brain – African American Edition. Harold Lathan, Jr.
Director of Bigger Better Business
Harold J Lathan Jr attended Glassboro State College of New Jersey (now known as Rowan University). Brother Lathan became a member of Phi Beta Sigma Fraternity Inc., through the Theta Psi Chapter at Glassboro in November 1978. Brother Lathan became a member of Kappa Upsilon Sigma Chapter of Willingboro, New Jersey after college. After 25 years of service, Brother Lathan retired from the Atlantic City Police Department in 2013. He ended his career with the Police Department as the Executive Director of the Atlantic City Police Athletic League. In 2015, Brother Lathan transferred to the Theta Mu Sigma Chapter in Dallas, Texas. As a member of Theta Mu Sigma, Brother Lathan currently serves as the Director of Bigger and Better Business and the Director of Sigma/Zeta Relations. Cedric Baker
Director of Education
Cedric Baker – Lone Star State Direct of Education, is a Missouri City native and proud graduate of Tennessee State University. Following his undergraduate studies with a Bachelor of Business Administration (BBA) degree in Information Systems, he joined Teach For America (TFA) and earned his teaching certification to be a Certified Special Education Teacher. A 2-year commitment with TFA in South Louisiana deeply impacted Bro. Baker – especially being able to foster young minds within the underrepresented community of Donaldsonville, LA. Inspired by the students and community, he decided to continue his career dedicated to impacting students toward a trajectory of transforming communities. Bro. Baker joined Phi Beta Sigma Fraternity, Inc. November 7, 2011, through Eta Rho Sigma Chapter of Huntsville, Tx. He is presently an active member of Zeta Xi Sigma, Fort Bend Sigmas, where he served two consecutive terms as the Director of Education, positioning the chapter to be the cultural and educational think tank/pulse for Fort Bend County. In 2020 he was appointed to the position of Lone Star State Director of Education. Empowered with a strong desire to maximize his impact in students’ lives and communities, Bro. Baker continues his Teacher Career Pathway with KIPP Texas at KIPP Zenith Academy. Here, he supports students with learning activities and experiences designed to help them fulfill their potential for intellectual, emotional, physical, and social growth. He develops and modifies instructional materials to better serve the students in the Sunnyside area and throughout the district by collaborating with other special education teachers. Bro. father of 4 beautiful young ladies. They are his greatest motivation to strive toward being the best version of himself. Artist currently resides in Houston, Texas, where he is an active member of Fallbrook Church, where he sings in the Male chorus. Artist is the Senior Network Engineer- Voice for Memorial Hermann Medical Group in Houston, TX. Known as an innovative thinker, with over 16 years of working in a professional network environment, he has created and helped set many current standard practices for his company to function more efficiently.

Karl Hearne
Director of Collegiate Affairs
Bro. Dr. Karl A. Hearne, Lone Star State Director for Collegiate Affairs was initiated into Phi Beta Sigma Fraternity, Inc. on April 27, 2008 through the Alpha Beta Sigma chapter in Houston, TX. Currently, he is a proud member of the Eta Rho Sigma chapter in Houston. Previously Hearne served as the Lone State Director of Collegiate Affairs from 2016 – 2022. He has worked with Texas Collegiate area at risk chapters to develop academic success, recruitment, and retention plans to positively promote and sustain Sigma on campuses. Supporting scholastic achievement Hearne recognized 50 graduating seniors with certificates of academic achievement. Embracing mentoring and professional development, Bro. Dr. Hearne coordinated an effort which recognized 16 Texas Collegiate Brothers of Sigma in the 9th and 10th editions of Who’s Who in Black Houston as emerging leaders. Emphasizing training and membership growth, Hearne hosted 6 successful MIP Houston area workshops which certified 100 plus Brothers of Sigma from Houston and Dallas Collegiate and Alumni chapters. Supporting the efforts of the Gulf Coast Regional Board. Hearne assisted the Gulf Coast Regional Director of Collegiate Affairs In hosting the 2017 Gulf Coast Region Collegiate Advisor University (CAU) Training which provided training for 40 advisors and chaired the logistics for hosting the 2017 Gulf Coast Regional Board Meeting. Professionally, Hearne has 20 years of experience in higher education at the University of Houston serving as the Executive Assistant to the Vice President for Neighborhood and Strategic Initiatives. At the university, Hearne serves on numerous committees and spearheads countless community events. A recipient of the Houston Mayor’s Office with Disabilities CARE Award and is recognized in the 8th, 9th, and 10th editions of Who’s Who in Black Houston for his unyielding commitment to overcome adversity while continuing to share his talents with the Houston Community. Dr. Hearne is a graduate of The University of Houston with a Master of Science in Human Resource Development and a Bachelor of Science in Consumer Science and Merchandising, with a minor in African American studies. Hearne also holds a Bachelor of Science in Christian Education and a Doctor of Ministry degree from Houston’s Theological Development Institute. Hearne serves on numerous committees and councils, and has provided staff support to a number of university administrators and professionals. In addition to serving on the Board of Directors for the University of Houston Black Alumni Association (UHBAA), Dr. Hearne also serves on the Board of Directors for the ALL Foundation as the Director of Development which provides scholarships to students in underserved communities. Hearne serves as the Chancellor/President’s representative for Staff Council and is the current Historian and Co-Chair of the Community Outreach Committee where he coordinates numerous community outreach projects such as Thanksgiving meals for seniors, Third Ward Community Cleanups, Adopting families for Christmas, and Book Drives for kids annually. Bro. Dr. Hearne also serves diligently as the Chair of the Houston Local Employee Committee for the State Employee Charitable Campaign and one of the University of Houston co-coordinators for the State Employee Charitable Campaign, which raised $82,994 within two months in 2021 for local and Texas charities. Hearne has served as a Collegiate Advisors for 14 years, and is the current Gulf Coast Regional Communications Coordinator, and dedicated member of Sigma Professional Advisory Council. Cean Mack
Director of Sigma Beta Club
Brother Cean Mack was initiated into the Delta Theta Chapter of Phi Beta Sigma Fraternity, Incorporated on April 9, 1989 at Prairie View A&M University. As a collegiate member of the Fraternity, he served as the chapter president and was instrumental in growing the financial membership of the chapter during the years of his administration. Currently Brother Mack is a member of Theta Delta Sigma Chapter of Phi Beta Sigma Fraternity, Incorporated in Killeen, Texas. During his time in the Chapter, he has served as the Director of Bigger and Better Business where he was instrumental in coordinating a partnership between the Chapter and the local Men’s Warehouse for the first Blue and White Ball in Killeen, Texas and also started the Dress for Success with the chapter and later Theta Delta Sigma’s Sigma Beta Club. Brother Mack created and chaired from its inception the Chapter’s Social Action event called “Taste of Blue, A Wine Tasting Event” to raise funds for the chapter’s scholarship fund. While serving as the Lone Star Chief of Staff, Brother Mack spearheaded the 2019 Lone Star State Conference held on the campus of Prairie View A&M University. He is a board member of the Chapter’s partnership 501(c) 3 corporation, The Brothers of the Dove Scholarship Fund. For the community, Brother Mack has co-organized community service event; Feeding our Neighbors at the Killeen Moss Rose Community Center where he also helps to promote the collection of clothing and food in combination with the Chapter’s social events. In the city of Temple, Texas, Brother Mack represents the Chapter and Fraternity during city events such as the National Night Out and the Martin Luther King March. After his graduation from Prairie View A&M in May 1993 with a Bachelor of Science in Biology, he continued his education in the field of Sonography at the Ultrasound School of Diagnostic Sonography in Bellaire, Texas where he specialized in Cardiology. In January of 1998, he began a new position as a Senior Adult Sonographer at Scott and White Memorial Hospital in Temple, Texas where he was lead sonographer on various research projects carried out by the hospital’s research department. In April 2013, he began a new position at Olin E. Teague Veterans’ Memorial Hospital in Temple, Texas as the Lead Cardiac Sonographer where he is currently employed. In the city of Temple, Texas, he also serves as a city council committee member and the Criminal Justice Chairman for the local NAACP unit. Brother Mack continues to expand his personal knowledge by studying Parliamentary Procedures to become a credentialled member of the National Association of Parliamentarians. …Read more–>
